   CITAADEL CORPORATION, a non-profit corporation, was established based on a 1998 vision of its founders. Our specific mandate was to re-develop the country of Haiti by the year 2112, using unique approaches to community planning and effective leadership. The plan was to unfold in 10 phases, over a perion of 103 years, beginning in 2009. Upon completion, the corporation, through its affiliates, would have developed one hundred and twelve, (112) modern, progressive and eco-balanced towns throughout the countryside of Haiti.
 
   We researched the great civilizations of the past, such as Egypt, Israel Babylonia, Persia, Greece, Rome, China, 8th Century Germany, and England and extracted their best qualities.The idea was to combine these qualities with technology to determine the way forward. A common theme throughout these civilizations was their effective use of technology. At the height of their success, these nations achieved balance between their natural enviroment and their use of technology. The research also shows that the visible overuse of technology always destroyed the balance and paralleled the beginning of the decline of each nation. The pattern is identical in all of the great civilizations of the past. Our plan is to create systems that will achieve and maintain that elusive  balance.     The task will be daunting but achievable. The work will be difficult but worthwhile. The days will be long but fruitful. We will be weary but satisfied. Phase 1, the first ten (10) years, is designed to be a period of education and reeducation. That phase began with the leadership element of Miami, Florida, in June 2006 and was transfered to West Palm Beach, Florida, on June 15, 2009. We have monthly schedule training meetings here in West Palm Beach, Florida, in Santo Domingo, Dominican Republic and in Port-au-Prince, Haiti. The main thrust of the education program is to equip and empower the sons and daughters of Haiti, who now live in the United States. There are three (3) major Haitian communities in the United States(based on access to power). Miami, West Palm Beach and New York City boasts large populations of Haitian ex-patriots. We have chosen to develop the West Palm Beach constituency first for three (3) reasons. 1. Palm Beach County provides the best access to social services, for its Haitian residents. 2. Palm Beach County has the most public resources per capita, for its minority residents. 3. Children of Haiti in Palm Beach County, consistently poll as being most likely to return to Haiti for extended periods of time. This marks the residents of Palm Beach County as most likely to succeed with our plan. Access, education and desire are all key ingredients in the recipe for success. Leadership training classes are scheduled for 9am - 3pm, on the last Saturday of each month, in Palm Beach County. This is supported by a five (5) hour weekly teaching program via local Radio.
 
   Training in Santo Domingo, Diminican Republic is scheduled monthly. There are over three hundred (300) community leaders from Haiti,currently leading a population of almost seven hundred and fifty thousand (750,000) Haitian citizens living in the Dominican Republic. These citizens and their leaders, are eager to return to their country to make improvements. They too, understand the importance of societal balance in Haiti. We believe that these leaders in the Dominican Republic, will have the greatest impact on positive growth and development in Haiti because of their proximity. They can observe the country from the outside and make frequent trips to assist with the laying down of the foundations of our proposed systems. 
 
    Training in Haiti is scheduled bi-monthly. There are over seven hundred (700) community leaders being trained in Haiti. The approach to their training is different to that of everyone else. They must be able to apply what they learn, immediately, where as, everyone else is being trained with a view to the future. Their training is always combined with social services such as distribution of food, clothing, medicine, school supplies and toys, as well as social visits to Hospitals, Prisons, Schools and Orphanages. This sharpens their ability to determine when and to whom to give. It also helps those in need to know when and from whom they should receive. Delivering social services to a community is an art that must be developed correctly in order to maintain the balance of the community. Leaders must learn how to give without condition or emotion and qualified recipients must learn how to take without guilt or obligation. This delicate process when purged, should produce a manageably just delivery system. We accept the reality that injustice and unfairness are inherently human functions. This system was designed to minimize their practices and effects. The leadership students are all volunteers. They are very excited about their education. They are motivated when they see the results of putting the principles into practice.
